Di dalam bukunya “Pengantar Dalam Hukum Indonesia”, Utrecht memberikan batasan hukum sebagai himpunan eraturan-peraturan (perintah-perintah atau larangan-Iarangan) yang mengurus tata tertib dalam masyarakat dan karena itu harus ditaati oleh masyarakat itu. Selain Utrecht beberapa Sarjana Hukum Indonesia lainnya telah pula merumuskan definisi hukum. Di antaranya adalah JCT. Simorangkir SH. Dan Woerjono Sastropranoto SH. yang mendefinisikan hukum sebagai peraturanperaturan yang memaksa, yang menentukan tingkah laku manusia dalam lingkungan masyarakat yang dibuat oleh Badan-badan resmi yang berwajib, pelanggaran mana terhadap peraturan-peraturan tadi berakibat diambilnya tindakan, yaitu dengan hukuman tertentu.

Jakarta – Konflik sektarian yang melibatkan Muslim Rohingya pecah di Myanmar. Komunitas pemeluk Buddha di Indonesia pun meminta agar kasus tersebut dijauhkan dari unsur agama.

“Secara khusus kami mendesak agar yang pertama, ketegangan yang terjadi segera dipulihkan dan dijauhkan dari unsur agama,” ujar pemukan agama Buddha, Bikkhu Dhammakaro Thera.

Hal itu disampaikan di Kantor Konferensi Agung Sangha Indonesia (KASI), Plaza Center, Jl Jenderal Sudirman Kav 47, Jakarta, Selasa (7/8/2012).

Bikkhu Dhammakaro juga meminta pemerintah Myanmar segera memberikan status kewarganegaraan Myanmar secara penuh kepada komunitas Muslim Rohingya. Sebab Muslim Rohingya telah menetap selama puluhan bahkan ratusan tahun di negara Myanmar. Karena itu mereka berhak atas status kewarganegaraan yang sama dengan mayoritas warga Myanmar lain.

“Meminta pemerintah Myanmar memberi kemudahan kepada lembaga-lembaga bantuan dari luar Myanmar untuk memberikan bantuan kepada seluruh korban konflik tanpa memandang latar belakang agama,” harapnya.

Bikkhu Dhammakaro juga meminta pemerintah Myanmar aktif mempertemukan pemuka-pemuka agama untuk mempererat jalinan kerja sama, dalam menciptakan perdamaian. Myanmar pun diharap memenuhi permintaan itu dengan mempertimbangkan posisinya sebagai bagian dari komunitas ASEAN.

Zainal, pengurus Center of Asian Studies (Cenas) yang hadir dalam acara tersebut mengatakan wajar komunitas Buddha di Indonesia memperhatikan apa yang dialami Muslim Rohingya. Sebab hubungan Buddhis dan Muslim di Indonesia sangat harmonis.
